At the morning of June 27th, 2018, at the Hanoi Department of Information and Communications, the signing ceremony on cooperative agreement with Vietnam Post Corporation (VNPOST) on receiving and returning results on administrative procedures settlement (administrative procedures) through public postal services under Decision No.45/2016/QD-TTg by the Prime Minister.
Under the direction of the Hanoi People's Committee in Official Letter No. 2609/UBND-KGVX dated 11th June 2018, Mr. Nguyen Ngoc Ky, Director of Department of Information and Communications represented Hanoi People's Committee to sign the cooperative agreement with Vietnam Post Corporation. Attending the signing ceremony were Deputy Minister of Information and Communications Nguyen Minh Hong, Vice Chairman of Hanoi People's Committee Ngo Van Quy, Heads of the Post Office Department and representatives of Long Bien and Bac Tu Liem districts - two pilot implementing of receiving dossiers and returning results on administrative procedures settlement through public postal services.

With the aim of improving the quality of online public services at levels 3 and 4, and providing services to organizations and individuals, and contributing to administrative reforms in the City, Hanoi City People's Committee and Vietnam Post Corporation have agreed to sign a cooperation agreement with the following contents:
Vietnam Post Corporation shall provide services to receive dossiers and return results on administrative procedure settlement under the jurisdiction by the State administrative agencies in Hanoi city through public postal services according to the list of administrative procedures to receive and return results on administrative procedure settlement announced by Hanoi City People's Committee.
Vietnam Post Corporation agrees to reduce 30% of service charges to receive dossiers and return results on administrative procedures settlement through public postal services compared to VNPOST rates prescribed in Decision No.1268/QD-BDVN on 11th November 2017, the application period is 01 (one) year from the date of signing the agreement (which does not apply to those exemptionals as stipulated in Circular No.22/2017/TT-BTTTT dated on September 29th, 2017 by the Ministry of Information and Communications).
Limit the time for the whole services to receive records and return results on administrative procedure settlement within the district/town and between the district/town in Hanoi city to half-day compared to the entire time that VNPOST has published in Document No.3407/BDVN-DVBC on August 11th, 2017 during the process of deploying the service on receiving applications and returning results on administrative procedure settlement in Hanoi city.
Speaking at the signing ceremony, Vice Chairman of the City People's Committee Ngo Van Quy pledged that Hanoi City shall be one of the provinces and cities actively implementing Decision No.45/2016/QD-TTg by the Prime Minister on receiving records and returning administrative settlement results through public postal services. Business and citizen's satisfaction is the measure on professionalism and efficiency in the operation of the city government system. At the same time, Vice Chairman of the City People's Committee Ngo Van Quy assigned the tasks to the Hanoi Department of Information and Communications to act as the focal point for implementing the cooperative agreement in Hanoi city and implementing the guidance to Department, branch, People's Committee of districts, towns on the cooperative agreement to ensure its appropriateness, effectiveness and regulations.
