1. Preliminary review of the 5-year implementing Politburo Resolution No.11-NQ/TW (11th Session) on the direction and tasks of Capital development in the period 2011-2020.

On 7th November 2017, the Politburo issues Conclusion No.22-KL/TW on preliminary review of the 5-year implementing Politburo Resolution No.11-NQ/TW (XIth Session) on directions and tasks of delivery the Capital City development in the period 2011-2020. Accordingly, the Politburo notes that Hanoi has made efforts, determination, with creative ways, seriously implementing Resolution No.11 to achieve outstanding results: Economic growth is quite high at 1.5 times higher compared to the average growth rate of the whole country, the average GRDP per capita in 2016 is 1.7 times higher than that of 2011. 2. Actively implementing Resolution No.39 by the Politburo and the Party Central Committee's Resolution No.6 (XIIth Session) on arranging organizational apparatus, streamlining payrolls, restructuring the contingent of cadres, civil servants and employees function

The City PAR Index (Parindex) has increased by 6 ranks, ranking 3rd nationwide. Provincial Competitiveness Index (PCI) has increased by 10 places (ranking for the 4th year in a row), ranking 14th out of 63 provinces and cities, making Hanoi for the first time joining a local group of good executive quality.
