Accordingly, strengthening information dissemination, propaganda and education of legal policies, knowledge of gender and gender equality are necesary.

The agencies and units direct to develop plans and implement propaganda activities on the Law on Gender Equality, Law on Prevention and Control of Family Violence; Notice No.22-TT/TU dated on May 14th, 2015 by Hanoi City Party's Committee on strengthening the Party's leadership in gender equality and the advancement of women in the new situation; Decision No.1464/QD-TTg dated on July 22th, 2016 by the Prime Minister on approving the Scheme on preventing and responding to gender-based violence in the period 2016-2020 with a vision to 2030 and documents by the Central and City Council relating to gender equality work for the advancement of women.

It is required to diversify information and propaganda activities, strengthen direct communication at the grassroots level, and improve the quality of information and propaganda through publications, mass media and applications information technology in propaganda to create good effects for communication. Also it aims to focus on propaganda to raise awareness for communication officers, leaders and groups of young people such as youth, students and students, Building, fostering and developing a contingent of collaborators, communicators and reporters on gender equality at all levels, especially at the grassroots level to promote the effectiveness of propaganda on gender equality and for women's progress are top priorities.

It is guided to organize the implementation of Directive No.07/CT-TU dated on December 30th , 2011 by Hanoi Party's Committee on strengthening the leadership of Party committees in planning, training and using young cadres and female cadres, in particular, promoting communication activities with diverse forms and rich in gender equality in the field of politics, in which focusing on propaganda and raising awareness of people of all strata on equality gender, role, position and importance of women in politics.

In addition, the Plan requires to foster and improve the capacity and skills for staff working on gender equality and the advancement of women from the city to the grassroots level, also organize training on gender knowledge and gender mainstreaming skills in policy planning and implementation for gender equality officials, inspectors, judicial officers, members of the Committee for advancement of women in the city and district-level; social workers at commune level.

Besides, the Plan promotes organizing to effectively implement the National Action Program on gender equality in the period 2016-2020; Project on preventing and responding to gender-based violence in the period 2016-2020, vision to 2030; giving information and organization of activities to attract the participation of all levels, sectors and people to respond to the Month of Action for gender equality and prevention of gender-based violence from November 15th, 2018 to December 15th, 2018.

The city assigns the Department of Information and Communications to take the leading role in developing programs and organizing propaganda on gender and gender equality on mass media, and organize professional training on gender equality for the team and newspaper reporter in Hanoi city.
