On further, Hanoi People’s Committee assigns to departments and associations; people’s committees at districts, towns to summarize and assess on 05 years implementing Decision No.284/QĐ-TTg dated on 24^th April 2014 by the Prime Minister on Vietnam Book Day.

Hanoi Department of Information and Communications shall chair on the summary and reports on 5 years implementing Decision No.284/QĐ-TTg by Hanoi People’s Committee; Summarise and propose list of awards and encouragement for typical cases with positive contribution on encouraging and expanding the movement of reading, writing, promoting and preserving books in the community; cooperate with the Emulation and Commendation Committee.

Hanoi Department of Information and Communication shall chair over and summarize reports on 05 years implementing Decision 284/QD-TTg by Hanoi People's Committee; summarize and propose a list of rewarding advanced examples with actively contribution to encourage and replicate the movement of reading, writing, promoting and preserving books in the community; coordinate with the City's Emulation and Commendation Committee to complete the procedures for emulation and commendation under the guidance of the Ministry of Information and Communications.

Organize the announcement and award commendation Decisions on 05 years implementing Decision 284/QD-TTg under the authority of the City People's Committee at the Conference on summarizing information and communication works in 2018.

City's Emulation and Commendation Committe shall, based on the legislation on emulation and commendation and detailed guidance of the Ministry of Information and Communications, chair over and coordinate with the Department of Information and Communications and relating units to complete processes and procedures on emulation and commendation on the occasion of summarizing 05 years implementing Decision 284/QD-TTg.

Hanoi Press Agencies shall promote the propaganda in various forms about the meaning and activities of Vietnam Book Day; information on 5-year results of implementing Decision 284/QD-TTg of Hanoi City; propagate and progressive persons with actively contribution to encourage and replicate the movement of reading, writing, promote and preserve books in the community.
