It is a chance for young people in Hanoi to express their feelings, creations, and their dreams; it is also an opportunity for young people to experience in cultural exchanges and strengthen  amity between countries and ethnicities.

Topic of the 47^th International Letter Writing by Universal Postal Union (2018) is: “Imagine you are a letter traveling through time. What message do you wish to convey to your readers?”

Rules of the competition are as follows:

1. Participants: All students in Vietnam under 15 years old (as of December 31^st 2017)
2. Conditions of letter submission:

1. The letter submission should be in a mail written in paragraph form. It should never have been published by any newspaper. It should be under one thousand words.
2. Any submission in foreign languages should include a Vietnamese translation copy. The jury will only grade the Vietnamese translation version.
3. The letter should be clear and handwritten on one side of the paper (any submission in typing or photocopy will not be accepted). On the left corner of the paper should include all of these information: Full name (First and Last name), Date of Birth, Ethnic, School Address (Class name, School name, Province or City), and/or Home Address.
4. In the content of the letter, author should not include their own name, class name, school name or address.
5. The letter should be put in an envelope with stamp and with address of the sender and of the receiver and postal code of 112815. Clealy stated “Submission to the 47^th UPU International Letter Writing Competition (2018)” and sent through post.

Deadlines: From October 20^th 2017 to March 10^th 2017 (according to postal stamp).

Annually, Department of Information and Communication coordinates with Department of Education and Training, The Ho Chi Minh Communist Youth union of Hanoi, Hanoi Post Office and other related departments setup and execute the competition. The Closing Ceremony of the 47^th UPU Letter Writing Competition of Vietnam in Hanoi would be held in May 2018.
